An explosive WR that does his best work after the catch. Elusive in the open field and does a solid job working the underneath routes. Williams is an outstanding return man, adding versatility to his game. Shows consistent hands and runs solid routes. Plays very fast and game speed is much better than timed speed. A true threat every time he touches the ball, Williams has the potential to be a game breaker. Has great change of direction skills and is a nightmare for a defender to tackle. A physical player, Williams is not afraid of contact or catching the ball around linebackers. Intelligent with high football IQ. Williams is a high character, mature player with no off-field problems. Decent downfield blocker. |

Doesn't have ideal timed speed. Williams failed to produce at levels expected in Happy Valley. Has room for improvement with his overall game. Has dropped his share of easy passes. Does not have ideal size. Had trouble at the scouting combine, but it was reported that he had the flu. Ran much better at his pro-day, putting him in the 4.3s. |

Was one of the most highly recruited players coming out of high school, but failed to produce at the levels Penn State would have liked. A true gamer, Williams has the ability to change games when he touches the ball. In 2008, had an outstanding game against Illinois, with a touchdown reception, touchdown rush, and kick return touchdown. Production could have suffered from Penn State's run first system and poor QB play over the years. A solid overall player that's hardworking and will cause no problems for an NFL team. Should make an immediate impact as a return man at the very least, but could also be a solid #2 or slot WR.
